Thirty years of governance, made legible
MGRM is a research and technology company that has spent three decades building e-governance systems for the highest levels of government. Through Hitachi MGRM Net, its joint venture with Hitachi, it deploys lifecycle-based platforms across six domains, from education and healthcare to smart cities. Ruckus was engaged to architect and build the website that finally tells that story in one place.

A vast company with no clear front door
MGRM had built deep technology across six domains, earning 150+ patents and trademarks and reaching deployments in 110+ countries, but the scale of the work made it hard to grasp. Governments, institutions, and citizens landed on a dense catalogue of systems with no through line connecting any of it.
The brief was as much brand architecture as it was web design: introduce a solution-oriented MGRM, organize a sprawling ecosystem around a single idea, and build an informational platform technical enough for its audience yet clear enough to move them.


Structuring the ecosystem before designing it
The organizing principle was already MGRM's own: the citizen lifecycle, governed layer by layer. Five phases carried the project from first audit to approved design system: a platform audit, an MVP workshop, user stories and a sitemap, wireframes, and a style tile. Before a single wireframe, Ruckus and MGRM worked the walls, mapping brand attributes and user stories for every audience the site had to serve, from ministries to institutions to citizens.
The July 2020 Brand Snapshot benchmarked the visual language of leading technology and platform brands, then distilled it into two candidate territories under one banner: The Builder, confident, technical, and deeply blue. The approved August 2020 style tile locked the foundations before page design began: a palette of MGRM blues, Lora and Open Sans as the typographic pair, a thin-line icon family, and an accent color for every governance solution and economic domain.
A system that holds at depth
The homepage tells one continuous story from hero to footer: the platform promise, the governance solutions, the economic domains, and a clear path into each. Every template, Master Governance, Technology, Smart Cities, Education, carries the same structure, type, and icon language, so a site of this scale reads as one product. Dedicated mobile designs for every template were finalized in October 2021, rebuilt for one-handed reading rather than shrunk to fit.
At the center sits MGRM's core idea: governance delivered across the whole citizen lifecycle, from birth to employment to retirement, through Public, Administration, and Institutional layers, turned into a diagram a minister could read at a glance. Isometric infographics translated the smart-city stack, from healthcare and public safety to transport and data analytics, into a single legible view.
A front door equal to the work behind it
Ruckus wrote the site end to end, designed it for desktop, tablet, and mobile, then built, tested, and launched it, carrying it through warranty into live operation. The Master Governance Platform website spans all six domains, education, healthcare, pharmaceuticals, insurance, agriculture, and transportation, and is live at mgrm.com, MGRM's global digital home and the single place its whole ecosystem is explained.
